The distance between
policy and delivery
is where we work.
NEXEC is a South African advisory and strategic development company operating at the intersection of government, business, development finance, civil society and the youth economy. We design, structure and support economic solutions that are credible, implementable and measurable.
Deliberately placed between the state, capital and young people.
NEXEC was established on the understanding that economic marginalisation is not resolved through protest alone, nor through policy intent that fails to translate into delivery.
We translate institutional mandates into implementable economic interventions, and the realities of the youth economy into institutional language. That intermediary role is central to our identity and to the way we structure every engagement.
The work is grounded in institutional credibility, professional discipline and a commitment to measurable outcomes — positioning young people not as symbolic participants in the economy, but as professional actors, advisors, designers and implementers within it.

Public Sector Advisory
We partner with national, provincial and local government, state-owned entities, municipalities, development agencies and public institutions to improve strategy, governance, service delivery, organisational performance, economic development, monitoring and evaluation, public participation, youth inclusion, investment attraction, innovation ecosystems and institutional capability.

We advise corporates, foundations, development partners and international organisations on ESG, youth strategy, public affairs, stakeholder engagement, localisation, social investment and economic inclusion — with the same evidentiary standard we apply to public institutions.

Mandates rarely sit inside a single service line. Most engagements draw on three or four, sequenced across a defined delivery arc.
Strategy & Economic Advisory
Growth diagnostics, sector strategies, economic development plans and investment cases grounded in evidence rather than aspiration.
02Policy Advisory & Regulatory Reform
Policy design, legislative review, regulatory impact assessment and the translation of political mandate into implementable instruments.
03Institutional Strengthening & Governance
Organisational design, capability assessment, governance frameworks and the rebuilding of delivery capacity inside public institutions.
04Programme Design & Implementation Support
Concept-to-delivery programme architecture with defined outcomes, budgets, delivery partners and accountability structures.
05Research, Monitoring & Evaluation
Primary and secondary research, M&E frameworks, evaluations and the measurement systems that make impact claims defensible.
06Stakeholder Engagement & Public Participation
Structured engagement between institutions and the communities, sectors and constituencies they are accountable to.
A five-stage method, applied consistently.
NEXEC does not sell insight. It sells the distance between an institution's stated intent and its demonstrated delivery — closed through a method that is the same whether the client is a district municipality or a listed corporate.
Diagnose
We establish what is actually happening before proposing what should. Diagnostic work is evidence-led, institution-specific and deliberately uncomfortable where it needs to be.
Design
Solutions are built to fit the institution's real capability, budget and political economy — not an idealised version of it.
Structure
We convert design into instruments: business cases, delivery models, governance arrangements, indicator sets and procurement pathways.
Deliver
Where required we stay through implementation, embedding capability rather than substituting for it.
Measure
Every mandate carries a measurement logic from the outset, so that impact claims can survive independent scrutiny.
