Why NEXEC is standing up a Defence & Security Council
Defence procurement, security sector governance and geopolitical risk are advised on today by generalists rather than specialists. NEXEC is constituting a new sub-council to close that gap.

South Africa’s defence and security sector sits at an unusual distance from the advisory market that serves the rest of government. Departments responsible for economic development, health and infrastructure work routinely with specialist advisory capacity built for their sector. Defence procurement, security sector governance and the geopolitical risk questions that sit behind both are, more often than not, advised on by generalist consultancies applying a public-sector methodology built for other terrain. NEXEC is constituting a Defence & Security Council to close that gap.
The decision was not made in the abstract. Over the past eighteen months, public sector mandates that began in infrastructure, procurement reform or institutional strengthening have repeatedly touched adjacent ground — critical infrastructure protection, border management economics, the governance arrangements around state security procurement — where the firm was applying general advisory method to a sector with its own legal architecture, classification regime and risk profile. That pattern, repeated enough times, is how NEXEC has built every one of its nine existing sub-councils. The Defence & Security Council is the tenth.
The division’s mandate covers four areas. The first is defence procurement and acquisition economics, including value-for-money and local content analysis inside a classified and single-source-heavy procurement environment. The second is security sector governance and oversight, spanning the legislative and institutional architecture that holds defence, police and intelligence budgets accountable. The third is geopolitical and strategic risk analysis, positioning South African institutions and corporates to read regional and global risk rather than react to it. The fourth is the regulatory environment governing private security and border management — a fast-growing and under-regulated commercial sector.
As with every NEXEC sub-council, the Defence & Security Council will be staffed by working specialists rather than career consultants — defence economists, security sector lawyers, geopolitical risk analysts and procurement integrity specialists, drawn from practice rather than recruited as generalists and trained up. Several mandates already under way, where infrastructure or governance engagements have crossed into defence-adjacent terrain, will move under the new division’s technical oversight. The council will work jointly with the National Infrastructure Development Council on critical infrastructure protection, and with the Advanced Technology & Innovation Council on dual-use and cyber-adjacent procurement.
The Defence & Security Council is being constituted, not yet complete. As with the Athletic Development Council and Mining & Energy Group Advancement — NEXEC’s two other divisions currently building out their leadership — the search for a Division Head is open. NEXEC is looking for a candidate with direct experience in defence, intelligence or security sector governance, in or adjacent to South African institutions, prepared to build a division rather than join an existing one.
The firm’s position has always been that specialist depth is what separates advice from commentary. A tenth sub-council is a small institutional fact. What it represents is less small: an advisory firm choosing to build the capability a sector needs before a client asks for it.
