Public Sector Advisory

We partner with national, provincial and local government, state-owned entities, municipalities, development agencies and public institutions to close the gap between mandate and delivery.

The Problem We Work On

Most public institutions know what to do. Fewer can do it.

South Africa’s public sector is not short of strategy documents. It is short of the organisational capability, systems and delivery discipline required to execute them.

That is a different problem and it requires a different kind of advisor — one prepared to work inside the institution’s real constraints rather than around them, and to stay long enough to see whether the intervention held.

NEXEC’s public sector practice is built for that. We combine strategy consulting method with a working understanding of the Public Finance Management Act, the Municipal Finance Management Act, the intergovernmental system, procurement regulation and the political economy of the institutions we advise.

Capabilities

Twelve areas of public sector capability.

Engagements typically combine three or four of these, sequenced across a defined delivery arc rather than delivered as separate workstreams.

01

Strategy

Provincial and municipal economic strategies, growth diagnostics, sector plans and the investment cases that follow from them.

02

Governance

Governance frameworks, delegations, committee architecture, oversight support and accountability systems that hold under audit.

03

Service Delivery

Delivery model redesign, backlog resolution, operational review and the practical mechanics of getting services to residents.

04

Organisational Performance

Functional reviews, organisational design, structure-to-strategy alignment and workforce planning.

05

Economic Development

LED strategy, township and rural economy programming, industrial site development and district economic planning.

06

Monitoring & Evaluation

Indicator frameworks, performance reporting, evaluations and data systems that produce usable management information.

07

Public Participation

Participation strategy, community engagement, petitions and public hearings that move beyond compliance to genuine input.

08

Youth Inclusion

Youth economic strategy, structured placement pipelines and inclusion measurement inside public institutions.

09

Investment Attraction

Investment promotion strategy, project preparation, investor engagement and one-stop facilitation capability.

10

Innovation Ecosystems

Innovation policy, incubation infrastructure, digital public services and technology adoption in the public sector.

11

Institutional Capability

Capability assessment, skills development, systems strengthening and turnaround support for distressed institutions.

12

Fiscal & Revenue

Revenue enhancement, expenditure review, grant performance and the fiscal implications of policy choices.

Who We Work With

Across every sphere of the state.

01

National Departments

Policy design, implementation architecture, programme evaluation and inter-governmental coordination.

02

Provincial Departments & Legislatures

Provincial growth strategies, oversight capability, public participation systems and departmental performance.

03

Municipalities & Districts

LED strategy, delivery models, institutional turnaround, revenue enhancement and capability building.

04

State-Owned Entities

Mandate clarity, governance reform, operational strategy and stakeholder management.

05

Development Agencies

Programme design, portfolio strategy, evaluation and partner ecosystem development.

06

Constitutional & Public Institutions

Institutional strategy, capability development and public reporting.

Method

A five-stage method, applied consistently.

NEXEC does not sell insight. It sells the distance between an institution's stated intent and its demonstrated delivery — closed through a method that is the same whether the client is a district municipality or a listed corporate.

Step 01

Diagnose

We establish what is actually happening before proposing what should. Diagnostic work is evidence-led, institution-specific and deliberately uncomfortable where it needs to be.

Step 02

Design

Solutions are built to fit the institution's real capability, budget and political economy — not an idealised version of it.

Step 03

Structure

We convert design into instruments: business cases, delivery models, governance arrangements, indicator sets and procurement pathways.

Step 04

Deliver

Where required we stay through implementation, embedding capability rather than substituting for it.

Step 05

Measure

Every mandate carries a measurement logic from the outset, so that impact claims can survive independent scrutiny.

National Footprint

Mandates in every province.

NEXEC works wherever institutions are making economic decisions — national departments in Pretoria, legislatures in Mbombela, district municipalities in the Eastern Cape, renewable energy communities in the Northern Cape. Select a province to see the shape of our work there.
