Spotlight

The Municipal Delivery Lab

Twelve weeks. One municipal executive team. One clearly defined delivery problem. No parallel structures, no substitution of capability, no report at the end that nobody reads.

The Lab was built after repeated observation of the same failure mode: municipalities commissioning strategy work they had no capability to implement, then commissioning more strategy work to explain why implementation failed.

The Lab inverts it. A problem is selected that the institution already has the mandate and the budget to solve. NEXEC works alongside the responsible officials for a fixed twelve-week cycle, building the systems and habits inside the institution as the problem is worked.

Weeks 1–2

Problem definition

The executive team selects and precisely defines one problem. Most of the value is generated here.

Weeks 3–5

Constraint mapping

The real constraints are surfaced — budgetary, legal, technical, political and organisational.

Weeks 6–9

Intervention and iteration

Interventions are executed by institutional staff, reviewed weekly and adjusted.

Weeks 10–12

Systemisation

What worked is converted into standing procedure, delegated authority and a measurement routine.

Month 6

Independent review

A follow-up review establishes whether the change held after we left. Results are published.

Programme partnership and sponsorship

Most programmes carry defined partnership tiers. Sponsorship is structured around substantive association with the work rather than logo placement.

Principal Partner

Named association with a flagship programme, seat on the programme steering committee, platform at all associated convenings and co-branded publication rights.

Tier 02

Programme Partner

Association with a defined programme stream or cohort, participation in programme governance and speaking platform at the associated convening.
