These services are not delivered in isolation, but are often combined to support full-cycle interventions from early-stage strategy through to implementation, evaluation, and public positioning.

Economic & Policy Advisory

We provide advisory services focused on the design and refinement of policies, strategies, and institutional frameworks that advance youth economic inclusion and sector development. This includes the development of national and subnational strategies, sector-specific intervention models, and implementation plans that are aligned with both policy priorities and operational realities.

 

Our work typically involves translating broad policy intent into structured, executable frameworks, supported by clear delivery pathways, performance indicators, and institutional alignment. In doing so, we ensure that policy is not only conceptually sound, but practically implementable and responsive to the dynamics of the sectors it seeks to influence.

Monitoring, Evaluation & Learning (MEL) Systems

We design and implement monitoring, evaluation, and learning systems that enable organisations to understand, measure, and communicate the outcomes of their work. This includes the development of theories of change, indicator frameworks, data collection tools, and reporting structures.

 

A key focus of this work is shifting measurement beyond activity-level reporting toward outcome-level analysis. This involves tracking changes in areas such as employment, income generation, enterprise development, and sector participation over time. Where required, we also support the development of longitudinal tracking systems that allow for the ongoing assessment of programme impact across multiple cohorts.

Research, Data & Economic Intelligence

We conduct research and analysis that supports decision-making, policy development, and strategic positioning. This includes the production of economic reports, sector analyses, impact studies, and thematic research outputs focused on youth, enterprise, and sector development.

 

Our approach combines quantitative and qualitative methods to generate insights that are both analytically robust and practically relevant. In addition to standalone research outputs, we also support organisations in structuring and interpreting their internal data, enabling them to derive greater value from existing information and to strengthen their evidence base.

Programme Design & Systems Architecture

We support the design of programmes as coherent systems rather than standalone interventions. This involves developing programme architectures that connect inputs, activities, and outcomes within clearly defined economic pathways — often structured around transitions such as education to employment, or training to enterprise participation.

 

This work includes the development of concept notes, delivery models, costing frameworks, logic models, and implementation plans. Particular emphasis is placed on ensuring that programmes are grounded in real economic value chains, and that they are capable of being scaled or replicated across different geographies and institutional contexts.

We support institutions in understanding and engaging with youth ecosystems across sectors and geographies. This includes mapping stakeholders, identifying key actors and networks, and designing engagement strategies that enable meaningful participation.
